Palestinian civil documentation is administered by the Civil Affairs Authority (هيئة الشؤون المدنية), the body responsible for the civil registry, identity documents, and vital records in Palestinian Authority-administered areas of the West Bank. This authority issues birth certificates (شهادة الميلاد), death certificates (شهادة الوفاة), and family registration documents that form the foundation of personal legal identity for Palestinian citizens.
Palestinian official documents are written in Modern Standard Arabic (MSA), using the Arabic script with right-to-left text orientation. Names follow the patronymic naming convention — a person's full legal name typically includes their given name, their father's name, their grandfather's name, and their family name — which requires careful and consistent romanization when translating to English or other Latin-script languages. Inconsistencies in name romanization are a common cause of delays in immigration and credential evaluation processes.
A significant challenge specific to Palestinian documentation is the administrative division between West Bank areas (governed by the Palestinian Authority) and Gaza (administered by Hamas since 2007). Documents originating from these two areas follow different administrative systems and authentication pathways. Many Palestinians living abroad — particularly those with Jordanian travel documents or who were registered in Jordanian civil records — hold documents issued by Jordanian authorities, adding another layer of complexity that our translators are experienced in navigating.
