Understanding Slovenia's Sworn Translator System
Slovenia operates a court-regulated sworn translator system under the Zakon o sodnih izvedencih, sodnih cenilcih in sodnih tolmačih (ZSICT — Court Experts, Certified Appraisers and Court Interpreters Act, Uradni list RS 22/18), which entered into force on 1 January 2019. Translators who wish to produce legally binding translations for use before Slovenian courts and administrative authorities must be appointed as sodni tolmači (court interpreters) by the Ministrstvo za pravosodje (Ministry of Justice). The Ministry publishes a call for applications twice per calendar year, based on identified needs in specific foreign languages as proposed by the presidents of individual courts.
Candidates for court interpreter appointment must hold at minimum a university degree (at least the first Bologna cycle — diploma) and demonstrate proficiency in Slovenian and the relevant foreign language, as well as knowledge of Slovenian legal and judicial terminology. The Strokovni svet za sodno izvedenstvo, sodno cenilstvo in sodno tolmačenje (Expert Council for Court Expertise, Court Appraisal and Court Interpreting) serves as the highest professional coordinating body overseeing standards. Slovenian vital records are managed through the matični register (civil registry), an electronic database maintained by upravne enote (administrative units) across Slovenia. The system records births, marriages, civil unions, deaths, and other changes in civil status of Slovenian citizens and persons whose events occur on Slovenian territory. Citizens can obtain civil registry extracts either in person at any upravna enota in Slovenia or electronically through the e-Uprava portal (e-uprava.gov.si) using a qualified digital certificate or smsPASS mobile identity.
Slovenian civil documents follow standardized formats. The rojstni list (birth certificate) — formally an izpisek iz matičnega registra o rojstvu (extract from the civil registry of birth) — contains personal data including the individual's name, date and place of birth, and parents' details. The poročni list (marriage certificate) — formally izpisek iz matičnega registra o sklenjeni zakonski zvezi — records data on both spouses, the place and date of the marriage ceremony. The mrliški list (death certificate) — izpisek iz matičnega registra o smrti — is issued as a public document about a person's death. Extracts can be issued on a domestic form for use within Slovenia or on a multilingual international form for use abroad, which may reduce translation requirements within the European Union.
For international use, Slovenian vital records may require an apostille from the competent authority before the certified translation can be accepted abroad. Within the European Union, many Slovenian public documents benefit from the EU Public Documents Regulation (Regulation 2016/1191), which simplifies cross-border acceptance between EU member states and may reduce or eliminate the need for apostilles when submitting Slovenian documents to authorities in other EU countries. However, a certified translation is still typically required when the receiving authority operates in a different language.

Slovenia is a party to the Hague Apostille Convention through state succession from the former Yugoslavia, with the Convention entering into force on 8 June 1992. This means Slovenian public documents can be authenticated with an apostille for use in over 120 other Convention member states, replacing the more cumbersome consular legalization process. Two categories of competent authorities are designated to issue apostilles in Slovenia: okrožna sodišča (district courts) and the Ministrstvo za pravosodje (Ministry of Justice) located at Župančičeva ulica 3, 1000 Ljubljana.
Each competent authority handles different categories of documents. District courts issue apostilles for documents bearing the signatures and seals of notaries, notary candidates, judges (except district judges), state institutions, organizations and individuals exercising public authority, and legal persons. The Ministry of Justice issues apostilles for documents bearing the signatures and seals of notaries, district judges, and — notably — court interpreters (sodni tolmači), meaning sworn translations requiring an apostille must be processed through the Ministry. Apostille fees at district courts are approximately €2.46 for Slovenian-language documents or €5.00 for foreign-language documents, while the Ministry charges approximately €3.00 per apostille.
