Certified Croatian Document Translation

Croatia operates a court-regulated sworn translator system under the Zakon o sudovima (Courts Act, Narodne novine 28/13 and subsequent amendments) and the Pravilnik o stalnim sudskim tumačima (Rules on Permanent Court Interpreters, NN 88/08, 119/08). Translators who wish to produce legally binding translations for use before Croatian courts and authorities must be appointed as stalni sudski tumači (permanent court interpreters) by the president of the competent county court (županijski sud). The appointment is granted for a four-year term, renewable upon continued compliance with the prescribed conditions.

Candidates for court interpreter appointment must hold a university degree and demonstrate knowledge of Croatian judiciary, state administration, and legal terminology, in addition to full command of the relevant foreign language. Six professional associations of court interpreters — including the Hrvatska strukovna udruga sudskih tumača (HSUST) — operate training programmes approved by the Ministarstvo pravosuđa, uprave i digitalne transformacije (Ministry of Justice, Public Administration and Digital Transformation). Only appointed stalni sudski tumači may produce an ovjereni prijevod (certified/sworn translation) bearing their court-issued seal, which has the legal status of an official document (javna isprava) in Croatian proceedings.

For documents intended for use outside Croatia — such as immigration applications to the United States, Canada, Australia, or the United Kingdom — DoVisa's certified translations are widely accepted without the need for a Croatian court interpreter's seal. International authorities including USCIS, IRCC, and the Australian Department of Home Affairs accept certified translations with a translator's signed certification statement. Croatia is a party to the Hague Apostille Convention through state succession, with the Convention entering into force on 8 October 1991. The formal notification of succession was deposited on 23 April 1993. This means Croatian public documents can be authenticated with an apostille for use in over 120 other Convention member states, replacing the more cumbersome consular legalization process. Two categories of competent authorities are designated to issue apostilles in Croatia: općinski sudovi (municipal courts) and the Ministarstvo pravosuđa, uprave i digitalne transformacije (Ministry of Justice, Public Administration and Digital Transformation) located at Ulica grada Vukovara 49, 10000 Zagreb.

In practice, most apostille requests are handled by municipal courts. Each municipal court issues apostilles only for documents originating from bodies seated within its territorial jurisdiction, while the Ministry of Justice can issue apostilles for documents from any jurisdiction nationwide. The apostille fee at municipal courts ranges from 6.64 to 7.96 EUR depending on whether the document is in Croatian or includes a translation. The apostille confirms the authenticity of the issuing official's signature, the capacity in which they acted, and the identity of the seal or stamp on the document.
