Instead, they must undergo a full consular legalization process — a multi-step authentication chain that verifies the document's authenticity at each level.
The legalization process for documents originating in Kuwait works as follows: (1) The original document is authenticated by the issuing Kuwaiti authority — for example, the Ministry of Health for birth certificates or the Ministry of Justice for marriage certificates. (2) If a translation is required, it must be attested by the Ministry of Justice (5 KWD stamp fee, processed within 1-2 hours). (3) The Ministry of Foreign Affairs (MOFA / وزارة الخارجية) then attests the document. (4) The destination country's embassy or consulate in Kuwait places its own legalization stamp.
For documents coming into Kuwait from abroad, the reverse chain applies: the document is authenticated in its country of origin, legalized by the Kuwait embassy or consulate in that country, and finally attested by MOFA upon arrival in Kuwait.
