Unlike most countries where civil registration falls under a ministry of interior or justice, Oman's vital records are administered by the General Directorate of Civil Status (الإدارة العامة للأحوال المدنية) under the Royal Oman Police (شرطة عُمان السلطانية / ROP). The ROP oversees birth certificates (شهادة الميلاد), death certificates (شهادة الوفاة), marriage registrations, and national identity cards.
Translating Omani vital records requires familiarity with the Sultanate's particular document formats. Omani names follow a tribal patronymic structure — given name, father's name, grandfather's name, and tribal or family name — which must be transliterated consistently. Omani civil documents use both Hijri and Gregorian calendar dates, and translators must accurately convert and annotate both systems.
The police clearance certificate (شهادة حسن السيرة والسلوك), issued by the ROP, is one of the most frequently translated Omani documents. It is required for virtually all emigration and visa applications.
