Uganda's civil registration is managed by two distinct agencies. The National Identification and Registration Authority (NIRA), established under the Registration of Persons Act 2015, handles birth certificates, death certificates, and national identity cards. The Uganda Registration Services Bureau (URSB), a semi-autonomous agency established in 1998, manages civil marriages, divorces, and business registrations.
Understanding which agency issued a document is critical for authentication. NIRA-issued documents follow their own verification chain through NIRA's offices, while URSB documents are verified through the Bureau directly. Academic documents require verification by the Ministry of Education and Sports (MoES) or the Uganda National Examinations Board (UNEB). All paths converge at the Ministry of Foreign Affairs for final authentication before embassy legalization.
