Certified Estonian Document Translation

Estonia operates a state-regulated sworn translator system under the Vandetõlgi seadus (Sworn Translators Act), which establishes the vandetõlk as the exclusive provider of official translations in the country. The profession was created in 2003 when the first state examinations were organized to attest the most qualified translators. Since 1 January 2020, only sworn translators hold the competence to produce official translations — a significant consolidation that elevated the vandetõlk to the sole authority for legally binding translation work in Estonia.

Candidates for the vandetõlk profession must hold at least a nationally recognized bachelor's degree, demonstrate high moral character, and pass a rigorous state examination. The list of active sworn translators is maintained by the Õigus- ja digiministeerium (Ministry of Justice and Digital Affairs). In addition to creating official translations, sworn translators are required by law to translate acts published in the Riigi Teataja (State Gazette) into foreign languages and international agreements into Estonian — a unique public function that underscores the profession's importance in Estonia's legal infrastructure.

For documents intended for use outside Estonia — such as immigration applications to the United States, Canada, Australia, or the United Kingdom — DoVisa's certified translations are widely accepted without the need for an Estonian vandetõlk's seal. International authorities including USCIS, IRCC, and the Australian Department of Home Affairs accept certified translations with a translator's signed certification statement. Estonia is a party to the Hague Apostille Convention, having acceded on 11 December 2000 with the Convention entering into force on 30 September 2001. The competent authorities for issuing apostilles are Estonian notarid (notaries), with the apostille register maintained by the Notarite Koda (Chamber of Notaries). Any licensed notary in Estonia can issue an apostille for public documents at a fee of EUR 22.35 + VAT per document.

What sets Estonia apart is its e-Apostille capability, launched on 1 December 2017 as part of the electronic Apostille Program (e-APP). Estonia became the 10th state worldwide to implement both components of the e-APP. Users have four options: certifying a paper document with a paper apostille, certifying a paper document with an e-Apostille, certifying a digital document with a paper apostille, or certifying a digital document with an e-Apostille. Notaries digitally sign e-Apostilles, and recipients can verify the apostille's validity in real time through the online register at apostill.notar.ee.
