Q: Do I need an ETIAS to visit Latvia today?

No. ETIAS is not in operation, the EU is not collecting applications, and nobody holds a valid one. If you are visa-exempt you travel to Latvia on your passport as before, register with the Entry/Exit System at the border, and file Latvia's Electronic Travel Declaration if it applies to your nationality. Any site claiming to sell you a working ETIAS for Latvia right now cannot deliver one.

Q: Is ETIAS the same as Latvia's Electronic Travel Declaration?

No. They are two different things and one does not cover the other. The Electronic Travel Declaration is a Latvian national requirement, filed at eta.gov.lv at least 48 hours before you enter Latvia, and it has applied since September 2025. ETIAS will be an EU-wide authorisation covering 30 countries and is not open yet. Depending on your nationality you may eventually need both.

Q: Will one ETIAS cover Latvia, Estonia and Lithuania?

Yes. A single authorisation will be valid for all 30 participating countries, and the borders between Latvia, Estonia and Lithuania are internal Schengen borders with no routine checks. What does not multiply is your time: the 90 days in any 180-day period is one shared balance across the whole area, so a three-country Baltic trip uses the same allowance as staying in Riga.

Latvia will require ETIAS from visa-exempt visitors once the EU opens the system. It is not open yet, so dovisa prepares your application in advance and submits it on the first day applications are accepted.

ETIAS, EES and Latvia's Own Travel Declaration

Latvia is one of the 30 European countries that will require the European Travel Information and Authorisation System from visa-exempt short-stay visitors. ETIAS is not running yet. The EU is not accepting applications, and the European Commission says it will announce the start date several months before the system opens. Nothing about entering Latvia has changed because of ETIAS.

Latvia is unusual among the 30, because it already runs a separate national requirement of its own. Since September 2025, many third-country nationals must file an Electronic Travel Declaration before arriving, and that obligation exists independently of anything the EU does with ETIAS. On top of that, the State Border Guard has operated the EU Entry/Exit System at Latvian crossing points since October 2025, with the system fully operational from April 2026. A visitor to Latvia therefore has three separate things to keep straight, and only one of them is ETIAS.

ETIAS itself will be an authorisation rather than a visa. It will be valid for three years or until your passport expires, whichever comes first, and will allow multiple entries for short stays of up to 90 days in any 180-day period across the covered area. It will not guarantee entry. An officer at Riga Airport or the Riga Passenger Terminal still decides that on the day.

What Latvia Checks Before and at the Border

Passport issued within the last 10 years

Your passport must have been issued within the previous 10 years on the day you arrive and stay valid for at least 3 months beyond the day you plan to leave the Schengen area. Both conditions are checked, and a passport can satisfy one while failing the other. The State Border Guard sets out the general entry conditions for stays of up to 90 days on its person border crossing page.

Latvia's Electronic Travel Declaration

Separately from ETIAS, many third-country nationals must submit an Electronic Travel Declaration at least 48 hours before entering Latvia. It has applied since September 2025 and asks for personal and passport details, purpose of travel, planned accommodation and route. Nationals of EU, NATO, OECD and EEA states are among those exempt, as are holders of a Latvian visa or residence permit. The declaration is filed at eta.gov.lv, and the State Border Guard explains how it differs from the Entry/Exit System. Like ETIAS, it is not an entry permit.

Entry/Exit System biometric registration

The State Border Guard began registering travellers in the EU Entry/Exit System at all Latvian border crossing points in October 2025, and the system became fully operational on 10 April 2026. Your travel document data, facial image and fingerprints are recorded and passport stamping has stopped. Children under 12 are not fingerprinted. Purpose of travel, accommodation and funds

At the border you may be asked to show proof of accommodation, a return or onward ticket, travel insurance and evidence that you can support yourself for the visit. ETIAS will not remove these questions: the authorisation is checked before you board, while the entry decision happens at the counter. The distinction is explained on the EU's official ETIAS portal.

The eastern border and the two-kilometre borderland

Latvia's borders with Russia and Belarus are external EU frontiers, and crossing points there have been closed, suspended or restricted at various times, so check the current position before routing a trip through them. A borderland regime also applies within two kilometres of the state border: people aged 15 and over generally need a permit from the State Border Guard to be in that strip, with exceptions including travel on a state motorway that passes through it. Getting Around Latvia on a Short Stay

Most trips to Latvia start in Riga, but the country is compact enough that the coast, the Gauja valley and the eastern lakes are all short drives from the capital.

Riga Airport (RIX) is the busiest single airport in the Baltic states and the home base of the national carrier, which makes it a common connecting point for Tallinn and Vilnius.
The Riga Passenger Terminal handles Baltic Sea ferry services and cruise calls. A sailing to or from Sweden is an internal Schengen crossing; arriving from outside the area is external, with full border control.
Latvia sits on the Rail Baltica corridor, the standard-gauge line being built to link Tallinn, Riga, Kaunas and Warsaw. Until it opens, travel between the Baltic capitals is mostly by road.
Driving to Estonia or Lithuania crosses internal Schengen borders with no routine checks, and your 90-day allowance keeps counting across all three countries.
Keep your passport on you. It proves your lawful stay if you are asked, and the Electronic Travel Declaration does not replace it.
Summer is the peak season, and Midsummer in late June is the biggest date in the Latvian calendar. Much of the country simply stops for it.
The Nationwide Latvian Song and Dance Celebration fills the Mežaparks Open-Air Stage and Daugava Stadium in Riga once every five years. The last one ran in the summer of 2023.

Do I need an ETIAS to visit Latvia today?

When will ETIAS start?

No start date is confirmed. EU bodies including the European Commission have pointed to the last quarter of 2026, but they present it as a target rather than a settled date, and the timetable has already shifted more than once. The EU's traveller portal has since dropped the target quarter and now states only that ETIAS is not in operation and that no applications are being collected. The EU says it will give several months' notice of the actual start date at travel-europe.europa.eu/etias.

Is ETIAS the same as Latvia's Electronic Travel Declaration?

I already gave fingerprints at Riga Airport. Was that my ETIAS?

No. That was the Entry/Exit System, which the State Border Guard has run at Latvian crossing points since October 2025 and which became fully operational in April 2026. EES happens at the border and replaces passport stamping with a digital record of your facial image, fingerprints and travel dates. ETIAS is a separate authorisation obtained online before you travel. Completing EES registration does not give you one.

Will one ETIAS cover Latvia, Estonia and Lithuania?

Can I visit the border area near Russia or Belarus with an ETIAS?

An ETIAS will say nothing about internal movement inside Latvia. A separate borderland regime applies within two kilometres of the state border, where people aged 15 and over generally need a permit from the State Border Guard, with exceptions such as travelling through on a state motorway. Crossing points into Russia and Belarus have also been closed or restricted at various times. Check the State Border Guard before planning any route there.

What happens if the ETIAS launch slips again?

Does an ETIAS guarantee entry to Latvia?

No. ETIAS will authorise you to travel to the border, not to cross it. A State Border Guard officer still checks your passport, asks about the purpose and length of your visit, and may want to see accommodation details, an onward ticket or proof of funds. Entry can be refused even with a valid authorisation. Latvia's own Electronic Travel Declaration carries the same caveat: it is not an entry permit either.
