The Maldives represents the ultimate tropical paradise destination — a scattering of 1,190 coral islands across the Indian Ocean forming 26 natural atolls, with pristine white sand beaches, crystal-clear turquoise lagoons, and some of the world's most spectacular marine life waiting beneath the surface. This island nation welcomes millions of visitors annually with remarkably generous visa-free access for tourists from virtually every country, making it one of the most accessible luxury destinations on Earth. However, all travelers must complete the mandatory IMUGA (Immigration Arrival) traveler declaration form before arriving in the Maldives.

The IMUGA system, introduced to streamline immigration processing and enhance health and security screening, requires all incoming passengers to submit essential travel and health information online within 96 hours before arrival. This comprehensive guide walks you through every aspect of the IMUGA process, from understanding what information you'll need to successfully submitting your declaration and passing through Velana International Airport immigration with ease. Whether you're heading to a private island resort, embarking on a liveaboard diving adventure, or exploring local islands, completing your IMUGA correctly is your first step toward Maldivian paradise.

What is the Maldives IMUGA?

IMUGA stands for Immigration Arrival — the official online traveler declaration system managed by Maldives Immigration. This mandatory digital form replaced the traditional paper arrival and departure cards that travelers previously completed on flights to the Maldives. The electronic system collects essential passenger information including travel details, accommodation arrangements, health declarations, and customs information before travelers arrive in the country.

The IMUGA system serves multiple purposes for Maldivian authorities: it facilitates pre-screening of arriving passengers for security and health requirements, enables immigration officers to process travelers more efficiently upon arrival, and provides the government with accurate tourism data for planning and resource allocation. For travelers, completing IMUGA in advance means faster processing at Velana International Airport — rather than filling out paper forms during your flight or upon landing, your information is already in the system, allowing immigration officers to verify and approve your entry more quickly.

Since its implementation, IMUGA has become an integral part of traveling to the Maldives, applying to all foreign visitors regardless of nationality. The system operates separately from the visa-free entry policy — even though most tourists don't need a visa, everyone must still complete the IMUGA traveler declaration before arrival. The form is available through the official IMUGA portal and can be completed online from anywhere in the world within the submission window.

Maldives Visa-Free Entry Policy

The Maldives maintains one of the world's most generous visa policies for tourists, offering visa-free entry to citizens of virtually every country. Upon arrival at Velana International Airport or any designated port of entry, eligible travelers receive a free 30-day tourist visa stamp that allows them to explore the islands, relax at resorts, enjoy water activities, and experience Maldivian hospitality without any prior visa application process. This open-door policy has made the Maldives a premier destination for spontaneous luxury getaways and bucket-list vacations.

To qualify for visa-free entry, travelers must meet several straightforward requirements: a valid passport with at least six months validity from the date of arrival, a confirmed hotel booking or resort reservation for the duration of their stay, proof of sufficient funds to cover their visit, and a confirmed onward or return ticket. Immigration officers at Velana Airport verify these requirements during the entry process, though the actual checks are typically quick and efficient for tourists with proper documentation and completed IMUGA forms.

While the initial visa-free stay is 30 days, visitors who wish to extend their paradise vacation can apply for extensions through Maldives Immigration, potentially staying up to 90 days total. Extension applications must be submitted before the original 30-day period expires and require proof of continued accommodation, sufficient funds, and a valid reason for extending. Most tourists find 30 days ample time to experience multiple islands, resorts, and the incredible underwater world that makes the Maldives famous.

Myth

The Maldives is only for wealthy tourists staying at expensive resorts

Fact

While the Maldives has many luxury resorts, budget travelers can explore local islands with guesthouses, enjoy public beaches, and experience authentic Maldivian culture at much lower costs. Tourism liberalization has opened local islands to international visitors.

Who Needs to Complete IMUGA?

The IMUGA traveler declaration requirement applies universally to all passengers entering the Maldives by air or sea, regardless of nationality, purpose of visit, or length of stay. This includes tourists on vacation, business travelers attending meetings or conferences, transit passengers connecting through Velana Airport, crew members, and even Maldivian citizens and residents returning home. There are essentially no exemptions from the IMUGA requirement — if you're entering the Maldives, you must complete the declaration form.

The requirement extends to travelers of all ages. Parents or guardians must complete IMUGA forms on behalf of minor children traveling with them, entering each child's information separately within the family group submission option. Infants who travel without their own seat still require individual IMUGA submissions. Group tours and travel agencies often assist their clients with IMUGA completion, but the responsibility for accurate information ultimately rests with each individual traveler.

  • Tourists: All leisure travelers visiting resorts, local islands, or liveaboard vessels
  • Business visitors: Travelers attending meetings, conferences, or business events
  • Transit passengers: Those connecting through Velana Airport to other destinations
  • Crew members: Airline and vessel crew entering Maldivian territory
  • Family groups: Parents must complete forms for all accompanying children
  • Returning residents: Maldivian citizens and permit holders returning home
  • Private yacht arrivals: All passengers on private vessels must complete IMUGA
💡

Group Travel Tip

When traveling as a family or group, the IMUGA system allows you to add multiple travelers under a single submission. One person can enter information for everyone traveling together, streamlining the process for families with children.

Required Information for IMUGA Submission

Completing your IMUGA submission requires having several pieces of information readily available. Gathering these details before starting the online form ensures a smooth, uninterrupted submission process. The information requested covers your identity, travel arrangements, accommodation details, and health status — all standard requirements for international travel declarations that most travelers can provide easily from their travel documents and booking confirmations.

  • Passport details: Full name as printed, passport number, nationality, date of birth, issue and expiry dates
  • Contact information: Current email address and phone number for emergency contact
  • Flight information: Airline name, flight number, departure city, arrival date and time
  • Accommodation details: Resort name, hotel address, or vessel name for liveaboard trips
  • Travel purpose: Tourism, business, transit, or other reason for visiting
  • Length of stay: Intended duration of visit and departure date
  • Health declaration: Confirmation of health status and any recent illness symptoms
  • Previous travel: Countries visited in the days prior to Maldives arrival
  • Emergency contact: Name and contact details of someone not traveling with you
  • Customs declaration: Information about items being brought into the country
⚠️

Arrival Procedures at Velana International Airport

Velana International Airport (formerly known as Malé International Airport) serves as the main gateway to the Maldives, located on Hulhulé Island adjacent to the capital city Malé. Understanding the arrival process helps ensure your transition from aircraft to paradise is as smooth as possible. With your IMUGA already submitted and approved, you'll move through immigration efficiently, allowing you to begin your Maldivian adventure without unnecessary delays.

Upon landing, follow the signs to immigration and arrivals. Have your passport and IMUGA confirmation ready — the QR code on your confirmation allows officers to quickly pull up your pre-submitted information. Immigration officers will verify your details, stamp your passport with the 30-day visa-free entry, and welcome you to the Maldives. The entire process typically takes just a few minutes for prepared travelers.

After clearing immigration, proceed to baggage claim and then customs. Customs officers may check bags randomly; ensure you're not carrying prohibited items. Once through customs, you'll enter the arrivals hall where resort representatives and transfer services await. Most resorts arrange speedboat or seaplane transfers directly from the airport — look for your resort's sign or check-in counter in the arrivals area. Domestic flights to outer atolls also depart from Velana Airport's domestic terminal.

  • Disembark and follow signs: Exit the aircraft and follow 'Arrivals' and 'Immigration' signs to the immigration hall
  • Prepare documents: Have your passport open to the photo page and IMUGA confirmation (QR code) ready to present
  • Immigration processing: Present documents to the officer, answer any questions about your stay, and receive your entry stamp
  • Proceed to baggage claim: Collect your luggage from the designated carousel for your flight
  • Clear customs: Walk through customs declaration area — declare any required items or proceed through 'Nothing to Declare'
  • Meet your transfer: Look for your resort representative in the arrivals hall or proceed to the speedboat/seaplane transfer area

From the moment we landed, everything was seamless. Our IMUGA was approved, immigration took two minutes, and our resort had a speedboat waiting. Within an hour of landing, we were watching the sunset from our overwater villa.

Common Mistakes to Avoid

While the IMUGA process is straightforward, travelers occasionally encounter issues that can be easily avoided with proper preparation. Understanding these common pitfalls helps ensure your submission is processed correctly and your arrival goes smoothly. Taking a few extra minutes to verify your information before submitting can save significant time and stress at the airport.

  • Submitting too late: IMUGA must be completed within 96 hours before arrival — don't wait until you're at the departure airport
  • Passport name mismatches: Enter your name exactly as it appears in your passport, including any middle names or special characters
  • Wrong flight details: Double-check flight numbers and arrival dates — information must match your actual itinerary
  • Forgetting accommodation: You must have confirmed accommodation to enter — 'will decide upon arrival' is not acceptable
  • Not saving confirmation: Download or screenshot your approval — relying on email access at the airport can be problematic
  • Forgetting minor children: Each child needs their own IMUGA entry, even infants — add them to your group submission
  • Using unofficial websites: Only use the official imuga.immigration.gov.mv portal — fake sites may steal your information or charge fees
  • Carrying prohibited items: Alcohol, pork products, and religious materials may be confiscated at customs
Myth

You can complete IMUGA upon arrival at the airport

Fact

IMUGA must be completed online before arrival. There are no facilities at Velana Airport to complete the declaration form upon landing. Arriving without an approved IMUGA will cause significant delays as immigration assists you with submission.

Maldives Travel Tips

Beyond completing your IMUGA, preparing for a Maldives trip involves understanding the unique aspects of this island nation. From the distinct resort versus local island experiences to practical considerations about money, connectivity, and cultural norms, these tips help you make the most of your time in paradise. The Maldives offers experiences found nowhere else on Earth — proper preparation ensures you can fully enjoy them.

  • Resort vs. local island stays: Resorts offer all-inclusive luxury on private islands while local island guesthouses provide authentic culture at lower costs — many travelers combine both
  • Transfer planning: Seaplane transfers operate only during daylight hours — late arrivals may require overnight in Malé before reaching distant resorts
  • Currency considerations: The US Dollar is widely accepted at resorts; local islands prefer Maldivian Rufiyaa (MVR) — ATMs are limited outside Malé
  • Alcohol availability: Alcohol is only served at licensed resorts and safari boats — local islands are alcohol-free in accordance with Islamic law
  • Dress appropriately: Bikinis and beachwear are fine at resorts, but cover shoulders and knees when visiting local islands and Malé out of respect for local customs
  • Book water activities: Reserve diving trips, snorkeling excursions, and fishing trips in advance, especially during peak season (December-April)
  • Bring reef-safe sunscreen: Protect the fragile coral ecosystem by using marine-friendly sun protection — some resorts require it
  • Download offline maps: Internet connectivity varies outside main resort areas — having offline navigation helps on local island excursions
  • Pack light layers: Despite tropical heat, air conditioning on transfers and at resorts can be cold — bring a light jacket or shawl
  • Consider travel insurance: Medical facilities are limited in the Maldives — comprehensive travel insurance covering emergency evacuation is strongly recommended
💡

Best Time to Visit

The Maldives enjoys warm weather year-round (27-31°C), but the dry season from November to April offers the best conditions for diving and beach activities. The southwest monsoon (May-October) brings more rain but also lower prices and excellent surfing conditions.

Frequently Asked Questions

How far in advance can I submit my IMUGA form?
IMUGA can be submitted within 96 hours (4 days) before your scheduled arrival in the Maldives. You cannot submit earlier than this window because the system requires current travel information. We recommend completing your submission 48-72 hours before departure to allow time for any corrections while ensuring your information is up-to-date. Submissions receive instant approval in most cases, so you'll know immediately if there are any issues to address.
Is IMUGA required for transit passengers?
Yes, transit passengers connecting through Velana International Airport must also complete the IMUGA traveler declaration, even if they're not leaving the airport. The form includes a transit option where you can indicate your connecting flight details. This applies to all passengers passing through Maldivian immigration, regardless of how briefly they're in the country. Transit passengers should have their connecting flight information ready when completing the form.
Do children need their own IMUGA submission?
Yes, every traveler including infants and children requires their own IMUGA entry. However, the system allows parents or guardians to add multiple travelers under a single group submission, making it convenient for families. When completing the form, you'll have the option to add additional travelers after entering your own information. Each child's passport details must be entered accurately, matching their travel documents exactly.
What happens if I arrive without completing IMUGA?
Arriving without an approved IMUGA will significantly delay your entry as immigration officers assist you with completing the submission at the airport. This process takes much longer than normal processing and may affect your resort transfer timing, especially if you have a scheduled seaplane that operates only during daylight hours. Immigration strongly recommends completing IMUGA before departure to avoid these complications and begin your vacation smoothly.
Can I extend my stay beyond 30 days?
Yes, the initial 30-day visa-free entry can be extended up to a total of 90 days by applying through Maldives Immigration before your current authorization expires. Extension applications require proof of continued accommodation bookings, sufficient funds for the extended stay, and a valid reason for extending. Extensions are processed at the immigration office in Malé, and you should apply well before your 30 days expire to allow processing time.
Do I need to complete IMUGA for my departure from the Maldives?
Yes, travelers must also complete an IMUGA departure declaration within 96 hours before leaving the Maldives. The departure form is shorter and simpler than the arrival declaration, primarily confirming your departure details and providing feedback about your visit. Many travelers complete this form the night before departure or on the morning of their last day. Your resort or guesthouse staff can often assist with reminders about this requirement.
Is there a fee for IMUGA submission?
No, the IMUGA traveler declaration is completely free of charge. There are no government fees, processing charges, or submission costs associated with the official IMUGA portal. Be wary of any third-party websites claiming to process IMUGA for a fee — always use the official imuga.immigration.gov.mv website. If you encounter a site charging money, it is not the official government portal.
What if I make a mistake on my IMUGA form?
If you notice an error after submission, you'll need to contact Maldives Immigration to request corrections. For minor discrepancies, immigration officers at the airport can often resolve issues upon arrival. However, significant errors like wrong passport numbers or incorrect arrival dates should be corrected before travel if possible. To avoid this situation, carefully review all information before submitting and compare against your passport and booking confirmations.
Can I visit local islands with visa-free entry?
Yes, tourists with visa-free entry can freely visit inhabited local islands throughout the Maldives, not just private resort islands. Local islands offer guesthouses, restaurants, shops, and public beaches (bikini beaches are designated areas on local islands). Inter-island transportation by speedboat and local ferry is available, though schedules may be limited. Visiting local islands provides insight into authentic Maldivian life and culture beyond the resort experience.
What documents should I bring to the airport besides IMUGA?
In addition to your IMUGA confirmation (QR code), you should have your valid passport, confirmed accommodation booking or resort reservation, proof of onward or return travel (flight tickets), and evidence of sufficient funds for your stay (credit cards or bank statements if requested). Keep your resort transfer voucher or confirmation handy as well. Having digital and printed copies of important documents provides backup in case of phone or connectivity issues.
Are there COVID-19 requirements for entering the Maldives?
As of early 2026, the Maldives has removed all COVID-19 related entry requirements. Travelers no longer need to show proof of vaccination, negative tests, or health insurance specifically for COVID coverage. However, health policies can change, so checking the latest requirements closer to your travel date is always advisable. The IMUGA health declaration section reflects current health screening requirements, which travelers must complete honestly.
How does internet connectivity work in the Maldives?
Resort islands generally have good WiFi, though speeds may be slower than you're accustomed to given the remote locations. Local islands and Malé have cell coverage from providers Dhiraagu and Ooredoo — purchasing a local SIM at the airport provides affordable data throughout your trip. Coverage on liveaboard boats varies by location. Download any essential apps, maps, or entertainment before leaving areas with strong connectivity for best results.
What is the best way to transfer to my resort?
Transfer methods depend on your resort's location. Resorts near Malé use speedboats (15-45 minutes), while more distant atolls require seaplane transfers (20-90 minutes) or domestic flights plus speedboat combinations. Seaplanes operate only during daylight hours, so late evening arrivals may require an overnight stay in Malé. Your resort will arrange transfers — costs are sometimes included in room rates or charged separately. Seaplane transfers offer spectacular aerial views of the atolls.
Can I use US Dollars in the Maldives?
US Dollars are widely accepted throughout the Maldives, especially at resorts where pricing is typically in USD. Local islands and Malé also accept dollars, though you may receive change in Maldivian Rufiyaa (MVR). Credit cards are accepted at resorts and many businesses in Malé. ATMs are available in Malé and larger local islands but are absent on resort islands. Bringing some small-denomination USD for tips and small purchases is convenient.
Is the Maldives safe for tourists?
The Maldives is considered very safe for tourists. Resort islands are private and secure, while local islands are generally peaceful communities. Petty crime is rare, especially on resort islands. The main safety considerations relate to natural factors: respect ocean currents when swimming or snorkeling, protect yourself from sun exposure, and heed any weather warnings during monsoon season. Political demonstrations occasionally occur in Malé but rarely affect tourist areas or resort operations.
What happens if my IMUGA is not approved?
Immediate IMUGA approval is standard for most submissions. If your submission isn't approved instantly, it typically means the system flagged something for manual review — perhaps an unusual travel pattern or incomplete information. Most manual reviews are resolved quickly. If you don't receive approval within 24 hours, contact Maldives Immigration directly with your submission reference number. Don't attempt to board your flight without an approved IMUGA as you may be denied boarding or face extensive delays upon arrival.

Start Your Maldives Journey

The Maldives offers an unparalleled escape to paradise — where overwater villas float above crystalline lagoons, vibrant coral reefs teem with marine life, and the worries of everyday life dissolve into the turquoise horizon. Completing your IMUGA declaration is a small but essential step toward experiencing this remarkable destination, ensuring your arrival is smooth and your vacation begins without delay.

Whether you're planning a romantic honeymoon in a private water villa, an adventure-filled diving expedition, a wellness retreat on a remote island, or a cultural journey through local Maldivian communities, the IMUGA system ensures the Maldives can welcome you safely while maintaining the pristine environment that makes these islands so special. The simple online form takes minutes to complete but opens the door to memories that last a lifetime.

Just completed my IMUGA before our honeymoon trip to the Maldives! The process was really straightforward - took about 10 minutes with all our information ready. Received approval instantly. Now counting down the days until we're in our overwater villa!

Important tip from my recent trip: complete your IMUGA early in your 96-hour window. We had a connecting flight delay and were stressed about arrival time changes, but since we'd already submitted 72 hours early, we had time to update our form. Much less stressful than doing it last minute!

Emma Rodriguez Nov 23

The article mentions you need confirmed accommodation - can confirm this is strictly enforced! Our friends tried to wing it without a booking and had issues at immigration. Book at least your first night before arriving, even if you plan to island hop later.

Michael Thompson Nov 27

Great guide! One thing I'd add - if you're arriving late at night and have a seaplane transfer to your resort, you'll need to overnight near the airport. Seaplanes don't fly after dark. Our resort arranged a complimentary room in Malé since our flight landed at 11pm. Check your transfer logistics when booking!

Just returned from 2 weeks in the Maldives - split between a resort and local islands. The IMUGA was easy, but don't forget you also need to complete the departure form before leaving! I almost forgot until my guesthouse owner reminded me the night before my flight.

Traveling as a family of 4 with two young kids - the IMUGA family submission option was a lifesaver. I entered all four of us under one submission in about 15 minutes. Much easier than doing four separate forms! The system clearly identifies which travelers are children vs adults.

Question - does the IMUGA approval QR code need to be printed, or can I just show it on my phone?

Michael S.
Michael S. DoVisa TeamDec 13

Hi Rebecca! Showing the QR code on your phone is perfectly acceptable at Velana Airport immigration. However, we recommend having a screenshot saved (not just relying on email) in case of connectivity issues at the airport. A printed backup is useful but not required. Safe travels!

Went to the Maldives for a diving trip on a liveaboard - just confirming that IMUGA is required even if you're spending most of your time on a boat, not at a resort. I entered our safari boat name as the accommodation. Immigration asked about our dive itinerary but entry was smooth.

The warning about prohibited items is important! They confiscated a small Buddha statue from someone in front of me at customs - they were just bringing it as a gift, had no idea about the restriction. The Maldives is very strict about this, so check your luggage carefully.

Best vacation of our lives! Completing IMUGA literally took 10 minutes. The immigration process at Malé airport was incredibly fast - we were through in under 5 minutes. Already planning our return trip to try a different atoll!

Pro tip: buy a local SIM card right at the airport before your transfer. Both Dhiraagu and Ooredoo have kiosks after customs. Makes coordinating transfers easier and you can post those gorgeous pics immediately! WiFi on resort transfers can be spotty.

Is there a difference in the IMUGA form if I'm traveling for business vs tourism?

Michael S.
Michael S. DoVisa TeamJan 7

Good question Daniel! The form is essentially the same - you simply select 'Business' instead of 'Tourism' as your purpose of visit. Business travelers receive the same 30-day visa-free entry. If your business trip extends beyond 30 days or involves work permit requirements, additional documentation may be needed. For standard business meetings and conferences, the process is identical to tourism entry.
