What Is the Vietnam Pre-Arrival Information (PAI)?

The Vietnam Pre-Arrival Information (PAI) is an online declaration operated by the Immigration Department under Vietnam's Ministry of Public Security. Travellers submit their passport, flight and accommodation details before departure, and the system returns a QR confirmation code that immigration officers scan on arrival. It launched on 15 April 2026 at Tan Son Nhat International Airport (SGN) in Ho Chi Minh City and has since been extended to Noi Bai (HAN), Da Nang (DAD), Cam Ranh/Nha Trang (CXR) and Phu Quoc (PQC).

The PAI is optional, not mandatory. Vietnam's Ministry of Public Security has stated that the system "is optional rather than mandatory" for international air travellers, and Vietnamese authorities strongly advise completing it to avoid longer waiting times at immigration. There is no fine, no boarding refusal and no denied entry for skipping it — the only stated consequence is a slower passage through the immigration counter. Around 70% of foreign air passengers took part during the pilot phase, and if you do not file in advance, you can still complete the same declaration after you land.

The PAI is not a visa and does not replace one — you still need a valid Vietnam e-visa, an embassy-issued visa, or a qualifying visa exemption. The declaration is submitted through the official portal at prearrival.immigration.gov.vn and is accepted only within three days (72 hours) of your arrival date; earlier submissions are rejected. DoVisa's role is accuracy: the single most common reason declarations fail is a flight number that does not match the airline's Passenger Name Record (PNR) — we cross-check that before we submit, then deliver your QR code by email.

Who Needs It

  • All foreign nationals arriving by air at a covered Vietnamese international airport — filing is voluntary, and recommended for anyone who would rather not queue
  • Overseas Vietnamese travelling on a foreign passport or entering on a visa
  • Children and minors — each traveller files a separate declaration, submitted by a parent or guardian
  • Travellers holding an e-visa, an embassy-issued visa, or a visa exemption alike

Who Is Exempt

  • Vietnamese citizens travelling on a Vietnamese passport
  • Airside transit passengers who do not pass through immigration control
  • Travellers arriving at airports, land border gates or seaports not yet covered by the PAI system
  • Anyone who prefers to complete the declaration on arrival instead — it remains free and permitted

Vietnam Entry Requirements & Restrictions

Passport Validity

Your passport must be valid for at least 6 months beyond your date of entry and carry blank pages for stamps. Passport details on your PAI declaration must match the passport exactly.

Visa or Exemption Still Required

The PAI is a declaration, not an entry permit. You need a Vietnam e-visa, an embassy-issued visa, or a qualifying visa exemption. The e-visa is issued for up to 90 days, single or multiple entry.

Currency Declaration

Cash exceeding USD 5,000 or VND 15,000,000 (or equivalent) must be declared to customs on entry and exit. Cards and traveller's cheques are not counted toward the threshold.

Vaccinations

No vaccination certificate is required for general entry. A yellow fever certificate may be requested if you are arriving from or transiting a country with transmission risk.

Customs & Restricted Items

Declare drones, professional broadcast equipment, commercial samples and large quantities of goods. Prescription medication should travel in original packaging with a copy of the prescription.

Travel Insurance

Not mandatory for entry, but strongly recommended — medical costs at international-standard hospitals in Vietnam are payable up front.

Travel Tips for Filing the Vietnam PAI

Vietnam stretches 1,600 km from Hanoi's old quarter to the Mekong Delta, and most international visitors arrive through Tan Son Nhat (SGN), Noi Bai (HAN) or Da Nang (DAD) — all covered by the PAI system.

  • Check your flight number against the booking, not the ticket wallet: mismatched flight codes against the airline's Passenger Name Record are the leading cause of failed declarations. Codeshare flights are the usual trap — use the operating carrier's flight number.
  • File inside the 72-hour window — not before: the portal rejects anything submitted earlier than three days before arrival. Set a reminder rather than filing the moment you book.
  • Have your accommodation address ready in full: hotel name, city, district and street address, straight from your booking confirmation. If you are moving between cities, use your first night's address.
  • Save the QR code offline: screenshot it into your gallery or print it — airport Wi-Fi and roaming fail more often than people expect.
  • Re-file if your flight changes: a new flight number, date or airport makes the old declaration inaccurate. There is no limit and no penalty for submitting a fresh one.
  • Confirm your arrival airport is covered: the PAI currently operates at SGN, HAN, DAD, CXR and PQC, with coverage expanding — check the official portal if you are arriving elsewhere.
