What Is the Turkey Passenger Locator Form?

The Turkey Passenger Locator Form (also known as the Form for Entry to Turkey or HES code) was a mandatory digital health declaration introduced during the COVID-19 pandemic. It required all inbound travelers to register their personal details, flight information, and accommodation data within 72 hours of their departure to facilitate contact tracing.

Important Policy Change: The Turkish government officially abolished this requirement on June 1, 2022. You no longer need to generate a HES code, fill out a health declaration, or present proof of vaccination at the border. All COVID-19 entry restrictions have been lifted for international arrivals. This means airlines will no longer ask for the document at check-in, and immigration officers will not scan any health QR codes upon your arrival.

Although the Turkey Passenger Locator Form is obsolete, most international visitors still require a travel authorization to enter the country. Eligible travelers must now obtain a Turkey e-Vize before their flight. This electronic visa process is entirely digital, replacing the old sticker visas with a modern entry permit that links directly to your passport.
