What Is the All Indonesia Arrival Card (AIAC)?
The All Indonesia Arrival Card (AIAC) is the single digital arrival declaration required by Indonesia's Directorate General of Immigration for everyone arriving in the country from abroad — foreign visitors and returning Indonesian citizens alike. It is filed through the official portal at allindonesia.imigrasi.go.id or the government's "All Indonesia" mobile app, and it merges four declarations that travellers previously had to fill in separately: immigration, customs, health and quarantine. Immigration puts the average completion time at roughly 2.5 minutes. What you receive is a QR code and declaration number, shown on screen and sent to your email, which officers scan when you land — and which lets eligible travellers use the immigration autogates.
The card was trialled at Soekarno-Hatta (CGK) from 24 July 2025, became mandatory on 1 September 2025 at Soekarno-Hatta, Juanda (SUB), I Gusti Ngurah Rai (DPS) and the Batam international seaports, and has been mandatory nationwide since 1 October 2025. For air and sea arrivals it absorbed the old electronic customs declaration (e-CD): Indonesian Customs now routes air and sea passengers directly to the All Indonesia portal. The AIAC is not a visa — it records your arrival, it does not grant entry. If your nationality requires one, you still arrange an Indonesia eVOA, a visa, or travel under an exemption, entirely separately.
One thing we will not bury: the government form is free, and Immigration explicitly allows it to be completed on landing as well as up to three days before arrival. No airline blocks boarding over it, and there is no fine — the official consequence of arriving without it is simply that your checks are handled manually at a counter, which takes longer. Who Needs the All Indonesia Arrival Card?
Who Needs It
- All international travellers arriving in Indonesia by air or sea, regardless of nationality, visa type or length of stay
- Returning Indonesian citizens, plus KITAS and KITAP residence-permit holders arriving from abroad
- Children and infants — a parent, guardian or group leader files on their behalf
- Transit passengers who clear Indonesian immigration, including those changing airports or collecting baggage
- Aircraft and vessel crew arriving in Indonesia
Who Is Exempt
- Airside transit passengers who remain in the international transit area and never clear Indonesian immigration
- Land-border arrivals follow a separate customs route — Customs still directs land crossings to the standalone BC 2.2 declaration; if you are crossing by land, confirm the current procedure at that checkpoint
Indonesia Entry Requirements & Restrictions
Passport Validity
Your passport must be valid for at least 6 months from your date of arrival, with blank pages for entry stamps. Damaged passports and emergency travel documents are frequently refused at Indonesian ports of entry.
Duty-Free Allowances & Cash
Personal allowances are 200 cigarettes, 50 cigars or 100 g of tobacco and 1 litre of alcohol per adult. Cash or bearer instruments worth IDR 100,000,000 or more (roughly USD 6,000) must be declared. Anything above allowance is declared in the customs section of the AIAC.
Prohibited & Restricted Goods
Narcotics carry severe penalties in Indonesia, up to and including the death penalty. Firearms, ammunition and pornographic material are prohibited. Drones, satellite phones and some radio equipment need advance permits, and plants, seeds, meat and dairy fall under the quarantine section of the declaration.
Health & Quarantine Declaration
The AIAC's health section asks about current symptoms and every country you visited in the 21 days before arrival. Yellow fever vaccination proof is required if you are arriving from or transiting a country with transmission risk. Answer honestly — this is a formal declaration to Indonesian health authorities.
Bali Tourist Levy (Bali Arrivals Only)
Foreign visitors to Bali also pay a one-off IDR 150,000 tourist levy under Bali Provincial Regulation No. 2 of 2025. It is completely separate from the AIAC and is paid on the provincial government's own portal, lovebali.baliprov.go.id.
Travel Tips for All Indonesia Arrival Card Applicants
Whether you land at Jakarta's Soekarno-Hatta, Bali's Ngurah Rai or arrive by ferry into Batam, the AIAC works the same way — one submission, one QR code, scanned on arrival.
- Let the passport scan do the typing: the official form can read your passport's machine-readable zone (MRZ) to auto-fill your name, number, nationality and date of birth — removing the single most common source of mismatches between your declaration and the passport an officer is holding.
- File your whole party in one session: Immigration built the system to be friendly to individuals and groups alike. Families and travel groups can be added under one lead traveller in a single submission, which keeps everyone's arrival data consistent.
- The three-day window is strict on the early side: the form opens exactly three days before arrival and submissions made earlier are rejected outright. Set a reminder for 72 hours out rather than trying to tick it off weeks in advance.
- The electronics question is where first-timers slip: the customs section asks whether you are bringing devices to register for use on Indonesian mobile networks (IMEI registration). Visitors on short stays using roaming or a tourist SIM generally answer "no" — over-declaring here can pull you into a customs queue you never needed to join.
- Use an email you can actually open at the airport: your QR code and declaration number arrive by email. Screenshot the QR code as soon as it lands — a work address behind a corporate VPN is the reason travellers end up re-filing at the counter.
- Running late? You can still file for free on landing: Immigration's own wording is that the form may be completed three days before arrival and on landing. There is no boarding block and no penalty — the only cost of arriving without it is that your checks are done manually at a counter, which is slower than the autogate route.
